City approves 14 more homes for East TD; Ritchie Wallace's 4W Properties to build

This 4.5 acre parcel of land near the Oregon Veteran’s Home on Columbia View Drive recently received conditional approval from the City of The Dalles to be sited and developed with 14 residences.

The Dalles, Ore., Nov. 19, 2024 — Chenowith Creek Developers are pushing ahead with a 14-lot residential subdivision on Columbia View Drive just below the Oregon Veteran’s Home in East The Dalles. 

The City of The Dalles Development Department’s Joshua Chandler has approved the application for siting and development, according to a decision made today, Nov. 19.  

The development comes after a housing shortage that has gripped The Dalles since the Pandemic with some estimating we are short 500 housing units in the area.

“It has got some wonderful view property,” said Jerry Frazier who owns the 4.5-acre subdivision site with partners Wally Wolf, Scott Mengis and Bill Pettyjohn. The property was purchased by Chenowith Creek Developers in 2007 for $237,000, according to Wasco County Property records.

The property owners decided to develop because of the current housing shortage in The Dalles area.

“There is not much property left on this side so we decided was was time to go ahead and move and get this place developed,” Frazier said.

Long-time contractor Ritchie Wallace of Boyd is set to build the homes and his company 4W Properties, LLC, is the entity that received city approvals for the site and development. 

The subdivision will be constructed in two phases, including the extension of public and franchise utilities throughout the project and frontage improvements on Columbia View Drive, according to the city’s approval. The subdivision will also have a private road to access four lots. 

 Frazier said that Wallace is in charge of the construction and will determine the square footage and costs of houses based on market conditions. He added that the homes would be as nice or nicer than homes that have already been constructed on the south side of Columbia View Drive.

Lots in the first phase of development are already being marketed by Columbia River Properties according to a sign on the property which offers home sites from 10,000 to 21,000 square feet. The sign is calling the subdivision “Celilo Ridge Executive Home Sites.”

The sign also states that the first phase will consist of 6 lots and the second phase will contain lots 7 - 14. “These are not intended to be rentals,” Frazier said. “They will be moderate to middle-valued homes and similar to what is on the other side of the street.”

This is the fourth major housing development in Tghe Dalles to be announced in the last year.
