Tuesday, Aug. 4, 10:41 a.m. Narrative by Trooper Brent Ocheskey

Troopers made contact with two individuals angling in the closed thermal sanctuary on the Deschutes River. One subject did not have an angling license. It was learned that the man's angling privileges were suspended for failing to pay child support. A criminal citation for the angling while suspended was issued to Kevin Michael Williams, 48, of Gresham, and several other warnings were given.

The vehicle was called in as a driving complaint from Hood River at a high rate of speed and driving on the curb. Several other callers reported the vehicle was traveling at a high rate of speed on I-84, passing on the right and cutting cars off. While I was en route the vehicle blew out a tire and crashed into the guardrail (near milepost 46, westbound). The driver, August Robert Anderson, 31, no address given, admitted he was mad when he left the Hood River waterfront due to his family complaining and was driving fast as a result. He was issued a citation for Reckless Driving and Driving Uninsured. The vehicle was towed from the scene by River’s Edge.

On August 4, 2020, at approximately 5:53 PM Troopers with the Oregon State Police were dispatched to a crash on Interstate 84. The location of the crash was initially unknown, however it was later determined to have occurred at MP 140 on Interstate 84 eastbound in Gilliam County. The complainant, Judi Lucille Covey, 43, of Plumas Lake, Calif., reported she was driving a gray Ram 1500 pickup in the left lane and was trying to merge over to the right lane due to the left lane being closed when a silver Toyota Camry sped up to prevent her from merging. The complainant alleged the driver of the Camry intentionally swerved at her vehicle causing the driver side mirror of the Camry to clip the right rear quarter panel of the truck causing a dent and the tail light to pop out. The complainant took a photo of the Camry and provided a license plate, which was registered out of Kennewick. Dispatch contacted the Kennewick Police Department and obtained a phone number for the suspect. I called the suspect and spoke with him. The suspect, Brandon Lee Archibald, 43, of Kennewick, told me the complainant nearly crashed into him when she changed lanes due to her lane being closed ahead. The suspect denied a crash had occurred. The suspect was cooperative and sent me photos of his car and insurance information. The photo the suspect provided shows a light rub mark on the driver side mirror. I advised both the complainant and suspect I would be referring this report to the Gilliam County District Attorney’s Office for consideration.


Tuesday, Aug. 4, 8:36 p.m. Narrative by Trooper Jason Mitro

I was dispatched to a single vehicle crash on Highway 35 near milepost 99 southbound. Upon arrival I found a Red 2006 Ford F150 off the roadway on its right side. The driver was out of the vehicle and speaking with medics. Upon contacting the driver I observed signs of impairment. He denied any injuries from the crash. The driver denied any alcohol or marijuana use, but consented to SFST’s. The following clues were noted HGN 6/6, WAT 7/8, OLS 4/4. The driver was arrested and transported to HRSO Intoxilyzer where he provided a breath sample with a final BAC of .12%. The vehicle was towed by Guzman Brothers Towing as it was heavily damaged in the crash. HRSO took the crash report. The driver was cited and released to a sober family member. 

Fernando Gamboa Martinez, 29, of Hood River was cited for driving under the influence of alcohol and reckless driving.

Oregon State Police Weekend Log 8-3-2020

Friday, July 31, 12:41 p.m. Narrative by Captain Les Kipper

Unit 1 (Honda Pilot)  driven by Kellen Ross Gumm 34 of Spokane Valley was traveling WB I-84 at milepost 97 when the bicycle on a bike rack on the back of the vehicle fell off. Unit 2 driven by Marilyn Janelle Bogan, 58, of Boise could not avoid the bike; she hit it, lost control and skidded through the gore point at exit 97. Both right side tires and wheels were damaged. The left rear fender had scrape marks from rubbing against the center divider. Non Injury. Unit 2 was towed by River's Edge.

  • A gore point is a triangular-shaped zone painted with several white lines. It's designed to help safely manage traffic merging onto and off a roadway. The “gore” term is borrowed from sewing circles. 


Friday, July 31, 8:50 p.m. Narrative by Trooper Jason Mitro

Dispatched to a welfare check for a vehicle with personal belongings that fell off a car into the roadway on I-84 at milepost 76. Upon arrival I noted five kite boards in board bags attached to a car carrier. The driver of the vehicle on-scene stated he had come across the boards in the right lane of Interstate 84. The driver moved them to the shoulder and called OSP. No identifying or contact information was located on the property. The property was taken to The Dalles OSP office for safe keeping. 

Saturday, Aug. 1, 3:21 p.m. Narrative by Trooper Matthew Newby

Troopers were dispatched to a reported crash where a CMV drove of the roadway and collided with a rock embankment on I-84, milepost 90. When I arrived, the driver was partially out of the driver’s seat and slumped over the passenger side seat. The driver’s door was locked and the window was up. The window was broken to gain access to the driver. The driver was deceased. Several witnesses stated the vehicle had been swerving for over a mile before driving off the roadway. A witness that observed the CMV brush the center barrier said he could not see the driver when he went by. It appeared the driver had died from a medical emergency before leaving the roadway and crashing into the rocks. Bishops Towing recovered the vehicle. Next-of-kin and the driver's employer have been contacted and notified. 

The deceased man was identified as Behrouz Anthony Peters, 47, of Rolfe Iowa. 

Sunday, Aug. 2, 10:42 p.m. Narrative by Trooper Kaipo Raiser

A gray Honda Accord exited I-84 westbound at exit 84 and struck the guardrail coming to rest partly blocking the exit. The driver suffered minor injury from the seatbelt and airbag deployment, he refused medical. The driver admitted texting at the time of the crash and was transported by his spouse. ODOT arrived and advised five guardrail posts and four sections of rail were damaged. Vehicle was towed by River's Edge and the driver Eduardo, Dominguez Ramos, 38, no address listed, was  cited for a traffic violation.

Oregon State Police Log 7-30-2020

High speed pursuit and eventual arrest lead to charges of DUI for controlled substance, cannabis. Open bottle of Crown Royal on floorboard found.

Thursday, 7-30-2020, 7 p.m. Narrative by Trooper Jonathon Swiger:

On July 30, 2020, at approximately 7:00 PM I heard Deputies with the Sherman County Sheriff’s Office be dispatched to a disturbance in Rufus. The suspect confronted the complainant over a previous incident and then left in a white Jeep Gladiator displaying Oregon Plate 831MCN. I setup on Exit 104 and observed the Jeep drive by. I followed the Jeep for approximately a mile and observed it fail to maintain a single lane. I stopped the Jeep for failing to maintain a single lane. I contacted the driver ( Patrick Wayne Mitcham, 40, of San Angelo, Texas.) and immediately smelled a strong odor of alcohol coming from within the Gladiator. The driver’s eyes were red and watery and his speech was slurred. The driver admitted to drinking two beers. The driver consented to standardized field sobriety tests. I observed 6 out of 6 clues HGN, at least 2 out of 8 clues walk and turn, and at least 2 out of 4 clues one leg stand. The driver was arrested for DUII. The vehicle was searched for the incident to arrest. I found an open can of Mike’s Hard Lemonade in the center console. The vehicle was towed incident to arrest by Bishop’s Towing as it was a hazard to westbound traffic and would be subject to theft and vandalism if left unattended on the shoulder. The driver was transported to NORCOR where he provided a breath sample of 0.22% on the Intoxilyzer 8000. The driver was issued a criminal citation for DUII and a violation citation for Open Container. The driver was warned for failing to maintain a single lane. The driver was provided a ride to his hotel.

 

Thursday, 7-30-2020, 9:24 p.m. Narrative by Trooper Jonathon Swiger:

On July 30, 2020, at approximately 9:24 PM I was dispatched to a report of two vehicles speed racing on I-84 at MP 62 EB. The complainant described the involved vehicles as being similar to a dark colored Ford Mustang and a black Pontiac Firebird. The complainant called back a short time later and advised he saw the Pontiac Firebird pull into a marijuana shop in Hood River and realized it was a Chevrolet. The complainant provided a license plate of EBY779. I set up at MP 82 eastbound in Wasco County. I observed the Camaro pass me at approximately 9:40 PM. I checked the Camaro’s speed at 89 MPH with my front radar. I pulled onto I 84 to overtake the Camaro. I checked the Camaro a second time at 91 MPH at MP 83 EB. The Camaro was in the left lane rapidly overtaking two semi-trucks in the right lane. One of the semi-trucks changed lanes from the right lane to the left to pass the other semi-truck. The driver of the Camaro swerved into the right lane to avoid rear ending the semi-truck. The Camaro then passed the semi-truck on the right and cut between the semi-truck in the left lane and the semi-truck in the right lane. I estimated there were no more than two car lengths between the truck in the left lane and the truck in the right lane. I stopped the Camaro at MP 86 EB and contacted the two occupants. The driver’s eyes were watery and red. The driver initially denied consuming any intoxicants but later admitted to smoking a marijuana “dab” in Vancouver approximately 2 hours before the stop. The driver, (Nicholas Edward Lee Cahill, 20, no address given - TP) consented to standardized field sobriety tests. I observed 6 out of 6 clues on HGN, lack of convergence was present, at least 4 out of 8 clues walk and turn, and at least 2 out of 4 clues one leg stand. The driver completed the Modified Romberg Balance test in 21 seconds. The driver was placed under arrest for DUII and Reckless Driving. The vehicle was searched for the incident to arrest. Numerous commercial marijuana products and paraphernalia were found in the vehicle. There was a partially consumed fifth of Crown Royal on the rear floorboard. The driver and passenger were both 20 years of age but both had Oklahoma Medical Marijuana cards. The passenger was found to be under the influence and not able to drive the vehicle. The vehicle was a hazard and would be subject to theft and vandalism if left unattended on the shoulder. The vehicle was towed incident to arrest by Bishop’s Towing. The passenger was provided a ride to the Super 8 Motel in The Dalles by Deputy Jubitz with the Wasco County Sheriff’s Office. The driver was transported to NORCOR where he blew 0.00% on the Intoxilyzer 8000. The driver consented to a Drug Recognition Evaluation. Trooper Yoder responded to the callout and conducted the evaluation. The driver provided a urine sample. The driver was lodged at NORCOR for DUII Cannabis and Controlled Substances and Reckless Driving. The driver was issued violation citations for Speeding 91 MPH in a 65 MPH zone, Unsafe Lane Change, and MIP Alcohol.

On July 21, 2020, at approximately 9:00 PM I was driving eastbound on I-84 at MP 96 in Wasco County when I observed a red Isuzu pickup truck driving 50 MPH in a 70 MPH zone and drifting within its lane. I observed the female driver holding a vape pen in her left hand as I

drove alongside her. The driver was stopped for investigation of the crime of DUII. The driver admitted the vape pen contained cannabis but denied using cannabis today. The passenger was the driver’s 8 year old son. The driver consented to standardized field sobriety tests and

was found to be impaired. The driver was placed under arrest for DUII and Recklessly Endangering Another Person. The vehicle was

moved away from the roadway and secured at the scene. The child was released to a family member. The driver was transported to

NORCOR where she blew 0.00%. The driver consented to a DRE evaluation and provided a urine sample. Due to COVID-19 booking

restrictions the driver was cited and released for the crimes of DUII Cannabis and Recklessly Endangering Another Person.
