Oregon State Police Weekend Log 8-3-2020

Friday, July 31, 12:41 p.m. Narrative by Captain Les Kipper

Unit 1 (Honda Pilot)  driven by Kellen Ross Gumm 34 of Spokane Valley was traveling WB I-84 at milepost 97 when the bicycle on a bike rack on the back of the vehicle fell off. Unit 2 driven by Marilyn Janelle Bogan, 58, of Boise could not avoid the bike; she hit it, lost control and skidded through the gore point at exit 97. Both right side tires and wheels were damaged. The left rear fender had scrape marks from rubbing against the center divider. Non Injury. Unit 2 was towed by River's Edge.

  • A gore point is a triangular-shaped zone painted with several white lines. It's designed to help safely manage traffic merging onto and off a roadway. The “gore” term is borrowed from sewing circles. 


Friday, July 31, 8:50 p.m. Narrative by Trooper Jason Mitro

Dispatched to a welfare check for a vehicle with personal belongings that fell off a car into the roadway on I-84 at milepost 76. Upon arrival I noted five kite boards in board bags attached to a car carrier. The driver of the vehicle on-scene stated he had come across the boards in the right lane of Interstate 84. The driver moved them to the shoulder and called OSP. No identifying or contact information was located on the property. The property was taken to The Dalles OSP office for safe keeping. 

Saturday, Aug. 1, 3:21 p.m. Narrative by Trooper Matthew Newby

Troopers were dispatched to a reported crash where a CMV drove of the roadway and collided with a rock embankment on I-84, milepost 90. When I arrived, the driver was partially out of the driver’s seat and slumped over the passenger side seat. The driver’s door was locked and the window was up. The window was broken to gain access to the driver. The driver was deceased. Several witnesses stated the vehicle had been swerving for over a mile before driving off the roadway. A witness that observed the CMV brush the center barrier said he could not see the driver when he went by. It appeared the driver had died from a medical emergency before leaving the roadway and crashing into the rocks. Bishops Towing recovered the vehicle. Next-of-kin and the driver's employer have been contacted and notified. 

The deceased man was identified as Behrouz Anthony Peters, 47, of Rolfe Iowa. 

Sunday, Aug. 2, 10:42 p.m. Narrative by Trooper Kaipo Raiser

A gray Honda Accord exited I-84 westbound at exit 84 and struck the guardrail coming to rest partly blocking the exit. The driver suffered minor injury from the seatbelt and airbag deployment, he refused medical. The driver admitted texting at the time of the crash and was transported by his spouse. ODOT arrived and advised five guardrail posts and four sections of rail were damaged. Vehicle was towed by River's Edge and the driver Eduardo, Dominguez Ramos, 38, no address listed, was  cited for a traffic violation.
