OSP Log 8-11-20 - Trooper draws on drug suspect in Hood River County

On Friday, August 7, 2020, at approximately 10:19 AM, I was dispatched to a driving complaint. The complainant stated the driver of a tan passenger car was having difficulty maintaining his lane and speed prior to hitting the median and coming to rest on the right shoulder near MP 53 on I-84 eastbound. I located a tan Mercury passenger car at this location and contacted the driver. The driver stated he was falling asleep when the tire blew. He showed me some old vehicle damage near the front left quarter panel, but there was fresh damage to the left front rim and the driver admitted to hitting the median. The driver showed signs of impairment, but was not impaired beyond a perceptible degree. The driver, James AlfredPorter, 55, of Benton City, Wash., was issued citations for No Operator’s License, Driving Uninsured and issued a written warning for failure to maintain his lane. The vehicle was impounded and towed by Guzman Brother’s for No Operator’s License and Driving Uninsured.

On August 8th 2020 I responded to a hunting trespass complaint on Weyerhauser property in Hood River County. While investigating the complaint I located an unrelated trespassing vehicle in the same area behind a locked gate which was unoccupied. I noticed there was an empty gun holster on the ground next to the vehicle. I went to a cell area and contacted the R/O who stated he sold the vehicle 7 months ago. I contacted multiple agencies and found out the vehicle was contacted in Crook County 2 days prior and the driver was on post prison supervision for dangerous drug and weapon charges. I went back up to the area of the vehicle and noticed it had moved. I continued up the road and located it on a side skid road. I attempted to contact the driver and gave commands to show his hands and step out of the vehicle. He made eye contact with me and did not comply with my commands. I could see him reaching for something between the seats. I pointed my rifle at him and continued to give commands. He started the vehicle and sped away on the dead end skid road. I awaited for cover units to arrive before approaching the vehicle. We approached the vehicle which was now unoccupied. A loaded .380 pistol was found on the ground near the vehicle. The vehicle had Methamphetamine, Heroin,scales, and packaging equipment inside. The suspect, Josh Chad Condron, 33, of Prineville, was located hours later on Lost Lake Road and was taken into custody. He was lodged and NORCOR. He was charged with felon in possession of a firearm, aggravated driving while suspended/revoked and possession of methamphetamine, criminal trespass in the second degree, possession of a weapon by a felon, delivery of methamphetamine, possession of heroin.

On Saturday, August 8, 2020, at approximately 8:26 AM, I stopped the driver of a green Honda Accord for failing to signal a lane change. The stop was conducted on the right shoulder of US 97 SB near MP 13. During my contact I noticed a methamphetamine pipe with residue in the glove box. I detained the male passenger and female driver and conducted a probable cause search of the vehicle. Located in the glove box were two methamphetamine pipes with residue, along with a green case with drug paraphernalia with suspected drug residue. Located in a bag on the front passenger floorboard was a scale with drug residue. Located in the center armrest console was a brown case. Inside the brown case were 4 baggies with suspected methamphetamine drug residue. One of the baggies had a useable quantity, which weighed approximately 0.3 grams with packaging. The driver, Bambi Lee Corbett, 35, no address given and passenger, Shane Steven Corbett, 45, no address given, admitted ownership of the methamphetamine. Both occupants were cited and released for Unlawful Possession of Methamphetamine. The driver was issued citations for No Operator’s License and Driving Uninsured. She was also issued written warnings for the unlawful lane change and expired registration. The passenger was cited and released for a probation violation warrant. The vehicle was impounded by Bishop Towing for No Operator’s License and Driving Uninsured. Using a TruNarc, I tested the baggie with the usable quantity of drugs and it tested positive for methamphetamine.

On August 8th OSP received a report of two deer that had been found in a stubble field of off Emerson Loop Road. OSP Game Trooper responded and located a doe and a fawn. It appeared that the deer had been in the field for several days. The Game Trooper check the area for shell casings or any other evidence and was UTL. The deer were examined and because of the condition of the deer it was hard to find any bullet entry or exit wounds. The landowner who reported the deer stated he would dispose of the carcasses.

Vehicle one was traveling north on Hwy 197 near milepost 61 and was called in as a driving complaint for traveling in excess of 100 mph. Vehicle one failed to negotiate a right curve leaving its lane of travel. Driver overcorrected and drove off the northbound shoulder. Vehicle collided with a power pole and started to roll. The driver was not using safety restraints and was ejected from the vehicle. The vehicle came to an uncontrolled rest on the passenger side. The vehicle then caught fire starting a brush fire. The driver was located and pronounced deceased by responding medics. The fire was put out by the landowner assisted by BLM and rural fire agencies. Anderson’s Funeral Home recovered the body. Barnett’s Towing recovered the vehicle. NOK notification was made. The driver was identified as Richard Eugene Hernandez, 68, of Portland.

Multiple driving complaints were received on a yellow Dodge pickup with a matching canopy. Witness reports included the truck failing to drive in its lane (halfway on shoulder at times), almost crashing into multiple vehicles and clipping the guardrail. The truck was located exiting into Cascade Locks off of Interstate 84. A traffic stop was conducted on Toll House Park near the toll booth to The Bridge of the Gods after observing the truck fail to drive within its lane. The driver came to a stop in the middle of his lane of travel. The driver had red and glassy eyes, slurred speech, appeared lethargic and had a strong odor of alcohol coming from his breath. An open container of alcohol was in the center console. The driver performed field sobriety tests. I noted 6 of 6 clues during HGN test. The driver was visibly impaired and performed poorly during the WAT and OLS test. The driver, Jesus Guadalupe Castillo Palacios, 33, of Stevenson, was taken into custody and his vehicle was parked in a parking spot and secured per his request. The driver later provided a breath sample with a final result of 0.19% BAC. He was issued violation citations for failure to drive within lane and open container of alcohol. He was issued criminal citations for DUII alcohol and reckless driving and released to his wife.

I stopped a gray Honda CRV after observing it drive out of the parking lot of Thirteen O One in Hood River, cross the sidewalk and off the curb then turn south on 12th Street. The vehicle was stopped and the driver was determined to be under the influence of alcohol. The driver, Erin Michael Lincoln Herman, 34, no address given, had a strong odor of alcohol on his breath, glassy, bloodshot eyes and slurred speech. He consented to SFST's and exited the vehicle voluntarily. I noted the driver was unsteady on his feet and stumbled as he walked. I noted several indicators of impairment and he was arrested. The driver consented to the breath test with a result of .22% BAC. The vehicle was secured at the scene and he was released to a sober friend.

A citizen found a wallet at the Blue Hole camp site on the Deschutes River outside of Maupin. The wallet contained an Oregon driver's license and other personal cards. The citizen conducted a Google search for the owner of the wallet and located a phone number. She called the number and a woman answered who reported the owner of the wallet was her son who was currently working in Hood River. The citizen informed the owner's mother that she would take the wallet to the Oregon State Police office in The Dalles. The mother said she would have her son pick his wallet up.

On Monday, August 10, 2020, at approximately 11:28 AM, I stopped the driver of a grey Honda Accord for exceeding the speed limit. The stop was conducted on the right shoulder of I-84 EB near MP 49. The driver had a confirmed warrant from the Washington Department of Corrections and the Hood River Sheriff agreed to lodge him. The driver, David Alexander Adams, 42, of Portland, was arrested for the warrant and transported to NORCOR without incident. He was issued citations for exceeding the speed limit and driving while suspended-violation. The vehicle was released to the right front passenger.
