Driver arrested for DUII after hit-and-run on I-84

Biggs Junction, Ore., April 1, 2025 – A Boardman man was arrested Saturday afternoon after allegedly hitting a U-Haul truck and driving recklessly on Interstate 84 in Wasco County.
Oregon State Police said troopers received multiple 911 calls around 1:40 p.m. March 29 reporting a dark-colored Buick SUV that nearly hit a white Ford F-350 near milepost 137 westbound. One caller followed the SUV through a construction zone near milepost 109 and told dispatchers the vehicle ran over multiple traffic cones and lane markers.
It was also reported that the Buick sideswiped a U-Haul truck at milepost 114 and continued driving without stopping. The U-Haul driver, identified as 64-year-old Kristi Carlson Swift, called 911 to report the crash. The original witness followed the vehicle to Biggs Junction, where it briefly exited the highway at milepost 104 before re-entering westbound.
Troopers stopped the vehicle near milepost 97 and arrested the driver, identified as 31-year-old Jose Alfredo Zopiyactle Teacalco of Boardman. He was booked for driving under the influence of intoxicants and reckless driving. According to OSP, his blood alcohol content was measured at 0.09 percent.
Zopiyactle Teacalco was also cited for speeding, having an open container of alcohol, driving without a license, failure to maintain a lane, and driving uninsured.
The vehicle, a brown Buick Encore, was towed from the scene by River’s Edge Towing of The Dalles. It was listed as damaged and held as evidence.
The vehicle owner was identified as 32-year-old Arturo M. Celestino Hernandez. A second witness was identified as Kathy Griggs.
