City of The Dalles Updates Incentive Program to Support Downtown Redevelopment and Housing

The Dalles, Ore., May 23, 2025 — The Columbia Gateway Urban Renewal Agency has announced major updates to its Incentive Program, making it easier to apply and expanding the range of eligible projects. These changes aim to encourage private investment, support building improvements, and promote mixed-use development within the Columbia Gateway Urban Renewal Area.
Key improvements to the program include:
A broader list of eligible project types
Streamlined approval process for smaller projects
New incentives to support housing development downtown
Greater emphasis on projects that deliver measurable community benefits
“These updates are the most significant revisions to the program since it was created,” said Jacob Anderson, Economic Development Officer for the City. “We’ve worked hard to make it easier for property owners and small businesses to access the support they need to reinvest in our downtown.”
The revised program offers up to $300,000 per property in matching funds for eligible projects such as interior upgrades, façade improvements, safety and code compliance, and mixed-use redevelopment. To help reduce upfront costs for housing, a Residential SDC Surety is also available, providing up to $10,000 per new residential unit to offset system development charges.
Funded by the Columbia Gateway Urban Renewal Agency, the program is designed to support impactful projects that improve the appearance, vitality, and long-term sustainability of downtown The Dalles and the surrounding district.
Applications are accepted year-round. Agency staff review all applications, with larger requests also reviewed by the Urban Renewal Agency Board.
